Enmantle is an AxisCare alternative for providers whose work is Ohio IDD and home care together. AxisCare remains a strong, multi-state home-care platform with a native caregiver app.
AxisCare is a mature home-care platform. Founded in 2013, it serves home care, skilled care and IDD agencies of all sizes with scheduling, a GPS caregiver app, revenue-cycle billing for Medicaid, Veterans Affairs and long-term-care insurance, and an integration marketplace for learning and payroll. If your agency is primarily non-medical home care with locations in several states, it is built for exactly that.
Ohio IDD work is different. A provider under the Ohio Department of Developmental Disabilities (DODD) lives on individual service plans, unusual and major unusual incident rules, county-board rates, HPC and ADS service codes, and eMBS claims. A general suite handles the personal-care part; the Ohio part is where the manual work starts. Enmantle was built from inside that work.

AxisCare is strong where home care is strong: drag-and-drop scheduling with shift swaps, a native iOS and Android caregiver app with GPS-verified clock-in, billing inside a revenue-cycle platform, and a published implementation story that runs in weeks. It also publishes its contract terms (an annual contract with 60 days' notice to cancel) and describes a four-tier, quote-based pricing model by client count. What its pages do not describe is Ohio: OhioISP goals against a DODD plan, UI/MUI classification and deadlines, county-board rate tables, or eMBS billing files.
What AxisCare does well
AxisCare's scheduling is a strength in its own right. Its scheduling page describes drag-and-drop reassignment and caregiver shift swaps, and its caregiver app page describes a native app with GPS-verified clock-in and clock-out that feeds EVV in the states it serves. For a home-care agency filling hundreds of short visits a week, that combination is the core of the product and it is well built.
Its billing sits inside a revenue-cycle management platform that covers Medicaid, Veterans Affairs and long-term-care insurance, and its IDD software page describes person-centered plans with goal and objective tracking. Learning comes through marketplace integrations with CareAcademy and Nevvon rather than a built-in learning center, and payroll is exported to systems such as ADP. AxisCare is also on the Ohio Department of Medicaid's certified alternate EVV vendor list.
Where Enmantle differs
IDD-native, not a general suite stretched to fit
A multi-state home-care platform handles personal care well, but Ohio IDD work runs on DODD plans, OhioISP goals and MUI incident rules that a general tool was not shaped around. Enmantle reads a client's ISP PDF into the goal list, lets direct support professionals (DSPs) score those goals inside every shift note, routes UI/MUI/Internal incidents through a three-step wizard whose deadlines run from the discovery date, and maps DODD service codes through a crosswalk to the eMBS claim. It was built for this work, not adapted to it.
County-board rates and the eMBS file, built in
Ohio's rates vary by county board and by service, and getting them wrong is a billing problem you find at month-end. Enmantle keeps cost centers, rate tables and the service crosswalk together, so a verified visit bills at the right rate for the right county across HPC, ADS and non-medical transportation. The billing workflow flags each row as pass, warning or unbillable before you promote it, generates the eMBS file, runs a preflight on it, and imports DODD's remittance to reconcile what was paid.
One platform, and a DSP-first mobile app
Scheduling, EVV, billing, payroll and learning live in one login instead of a stack of tools. Enmantle's native iPhone and Android app is built around the DSP's shift: a single GPS point at clock-in and clock-out, a daily note written by voice with the AI tidying wording only (it never invents; the DSP stays the author of record), medications on the Med Pass grid, and incident reports with photos. Clock-ins and incident reports are captured offline and replayed when the phone reconnects, each with a device-side request ID so a replay never duplicates.
EVV that is native, not bolted on
Enmantle is a DODD-approved alternate EVV vendor and submits directly to Sandata. Because EVV is part of the platform rather than a separate step, the visit a DSP verifies in the morning is the visit your billing director closes on Friday: same data, no reconciliation. The EVV Status page reconciles verified visits against what was billed and surfaces units mismatches, post-lock de-verifications and eMBS EVV denial codes before DODD sees them.
What migrates from AxisCare
Switching is included in every Enmantle tier. The import wizard brings your locations, users, clients and certifications in from Excel or CSV files, in that order, because later records point back at earlier ones. Ohio clients can also be drafted straight from their ISP PDF, which reads the person's details, service authorizations, ISP goals and contacts for you to review before anything is saved.

Onboarding runs two to four weeks end to end: data migration, staff onboarding, EVV configuration, and a parallel-run period alongside AxisCare before you fully cut over.
