The best IDD software for Ohio DODD providers, ranked by fit.

Eleven platforms come up when an Ohio provider agency shops for IDD software. This page ranks them by who each one is actually best for, using the vendors' own documentation, the Ohio Department of Medicaid's certified alternate EVV vendor list, and Enmantle's Help Center for our own row. We make Enmantle, and we say so; the ranking still names a different best choice for county boards, for multi-state enterprises, for independent providers and for home-care-first agencies.

Last reviewed · Enmantle team

The best IDD software for an Ohio DODD provider agency is the one that runs the whole agency the way Ohio's rules are written: OhioISP goals, UI and MUI incidents, eMBS claims at county-board rates and EVV to Sandata, from one login and a DSP's phone. Enmantle is our pick for that agency. Brittco is the pick for county boards and ICFs, Therap for multi-state enterprises, Giv for published per-client pricing, Providocs for independent providers.

How this ranking works

Every "best IDD software" list on the web is written by a vendor, and this one is no exception. Enmantle makes Enmantle. What we can do is be honest about it, show our sources, and name a different winner wherever a different winner is the truth. Four rules shape the list.

Fit, not features. A platform is ranked by who it is best for, because an ICF in Toledo, a four-state enterprise and an independent provider with nine clients are not shopping for the same thing. Each pick below names its agency type first.

Vendor documentation, dated. Every claim about another vendor comes from that vendor's own public pages, with the page and the date we read it in a footnote. Where we found no public source, the cell says "Not publicly documented", which is not a claim that the capability is absent. Enmantle's own row links to the Help Center article that documents each module, so the claim can be checked before you book a demo.

Ohio's rules are the test. The Ohio Department of Developmental Disabilities (DODD) has its own vocabulary: the OhioISP format for service plans, unusual and major unusual incidents under OAC 5123-17-02, the electronic Medicaid Billing System (eMBS) and 88 county boards with their own rates. The Ohio Department of Medicaid (ODM) requires electronic visit verification through Sandata, and publishes the list of certified alternate EVV vendors. A platform's Ohio depth is what separates it from the generic national template.

Corrections are welcome. If a vendor's page has changed, or we have read it wrong, email hello@enmantle.com and the row is fixed in the next build. The reviewed date at the foot of the page is the date the sources were last checked.

1. Enmantle

Best for: Ohio provider agencies delivering homemaker/personal care, adult day support, non-medical transportation and related waiver services, with a few dozen to several hundred staff, that want the whole agency in one system.

Enmantle was built inside a working Ohio agency, and the Ohio rules are in its core rather than mapped on afterwards. The DSP's GPS-stamped clock-in from the native iPhone or Android app is the EVV record and the billing row at once. ISP goals are read from the OhioISP PDF and scored inside the shift note. Incidents are classified as UI or MUI at capture, with every deadline calculated from the discovery date. Claims leave as an eMBS file at the county board's rate and the remittance comes back to reconcile them. Scheduling, payroll, expenses, certifications and a learning center run from the same records. Enmantle is a DODD-approved alternate EVV vendor and submits directly to Sandata.

Pricing is one tier per agency that scales with clients, staff and locations, quoted in the demo, with migration included, no export fees and no lock-in. The honest limits: Enmantle is live in Ohio only, it is not built for county boards or for ICF facilities whose main need is a licensed-facility incident log, and it is in daily use at one production agency with others onboarding. How Enmantle pricing works · The Ohio category explained.

2. Brittco

Best for: Ohio county boards, ICF facilities and provider agencies whose first need is OhioISP documentation depth.

Brittco is an Ohio company whose product is named after OhioISP and used by county boards as well as providers. Its public pages describe OhioISP goal tracking with checks against Ohio's regulatory requirements, ICF incident reporting with UI log review, a built-in scheduler, DODD billing codes and rates integrated into the system, and an integrated DSP training LMS. Brittco is on ODM's certified alternate EVV vendor list. Mobile is browser-based, added to the phone's home screen rather than installed from an app store, and pricing is not published. If your agency's center of gravity is documentation and county-board relationships, Brittco is the incumbent to beat. Enmantle vs Brittco.

3. Therap

Best for: Multi-state enterprises that need one national platform with a long compliance history.

Therap is the national incumbent, in the market since 2003 by its own account. Its Ohio solutions sheet covers ISP data, GER incident reporting for MUIs and UIRs, eMBS and NMT billing and a training management system. It has a native iOS and Android app with GPS EVV and an offline mode for documentation, and it publishes a starting price, from $130 a month with per-individual pricing above that. It is on ODM's certified list. The trade-off is scale: a module-by-module system with two decades of configuration behind it, and scheduling built from the mobile app without a documented shift-swap workflow. For an agency operating in several states, that breadth is the point. Enmantle vs Therap.

4. Giv

Best for: Agencies that want published per-client pricing and a native app from a newer national IDD platform.

Giv is a newer national IDD platform with published tiers starting at $18 per active client a month, built-in scheduling, incident logging, claims validation, an Ohio state page and a native mobile app with GPS EVV. It is on ODM's certified list. Its Ohio depth is thinner than the Ohio-born vendors on OhioISP and county-board specifics, which is the trade for transparent pricing and a modern interface. Enmantle vs Giv.

5. SETWorks

Best for: Employment, day and community providers that bill Opportunities for Ohioans with Disabilities (OOD) as well as DODD.

SETWorks serves IDD employment, day, residential and community providers nationally and maintains a separate Ohio DODD and OOD offering, with flat-file eBilling and a case study across most of Ohio's counties. Pricing is tiered by the average number of individuals served a year rather than per seat. Mobile is browser-based with an offline EVV mode and no app-store app. It is on ODM's certified list. If vocational and day programs are the heart of your agency, SETWorks is built for your funders. Enmantle vs SETWorks.

6. Vertex Systems

Best for: Large providers whose main problem is billing across several waivers and managed care.

Vertex Systems, based in San Antonio, Texas, markets a Billing Manager that covers Ohio's Individual Options, Level One, SELF and TDD waivers plus MyCare Ohio managed care, and says it tracks authorizations against each waiver's rules and flags mismatches before claims go out. Its Ohio page also lists Case Manager and EVV Manager modules. Vertex does not appear on ODM's certified alternate EVV vendor list dated June 12, 2026, so an agency would pair it with Sandata's own tools or another certified vendor for EVV. For a provider whose denials come from waiver and payer complexity, it is worth the look.

7. Primary Solutions

Best for: Agencies and county boards that want a Medicaid billing agent service alongside documentation software.

Primary Solutions says it has served I/DD providers, county boards and civil service agencies for the past 25 years, with over 350 customers. Its products are Advisor Anywhere, described as compliant electronic documentation for I/DD providers, Gatekeeper and Finex, plus Medicaid billing agent services for providers and county boards. It is on ODM's certified list. Scheduling and EVV are not described on its home page. The billing-as-a-service model is the distinctive thing here: an agency that would rather outsource claims than run them in-house has few other Ohio-native options.

8. Providocs

Best for: Independent providers and small agencies that want low published monthly pricing for documentation.

Providocs describes itself as built by Ohio DODD providers for providers, with progress notes, outcome notes and service logs in one place for waiver, behavioral health and home and community-based providers. Pricing is published: a free tier for three clients and one staff member, $79 a month for an independent provider, and agency tiers at $179 and $299 a month. Billing automation and a staff mobile app are listed as coming soon, and the web app is responsive rather than native. Providocs is not on ODM's June 2026 certified list. For an independent provider who needs clean, compliant notes at a known price, it is the lowest published entry point in the Ohio market.

9. AxisCare and HHAeXchange

Best for: Home-care-first agencies whose Ohio IDD work is a smaller share of the whole.

Both come from home care rather than IDD. AxisCare is a multi-state home-care suite with a native caregiver app, GPS-verified clock-in, custom-quoted pricing in four tiers by client count, and training through partner integrations. HHAeXchange is the payer-scale EVV and homecare platform, with a native app that works offline and with voice, used by managed care organizations and state Medicaid programs as well as agencies. Both are on ODM's certified list. Neither is built around OhioISP goals, UI and MUI classification or eMBS flat files, so those rules are mapped on by the agency. Enmantle vs AxisCare · Enmantle vs HHAeXchange.

10. Lost Creek Lab

Best for: Independent providers who need eMBS billing help and a DSP scheduler without a full EHR.

Lost Creek Lab publishes DODD billing guides and offers billing, a DSP scheduler and a free billing tool for Excel flat files. It appears on ODM's certified list as Lostcreek Lab. Its site does not publish pricing, and it is not an electronic health record. For a one-person or very small provider whose only real pain is the eMBS cycle, that is exactly the scope they want.

What this list does not do

It does not score the platforms, because a score hides the question that matters: best for whom. It does not include every vendor on ODM's certified list, which runs to more than seventy names, many of them home-care, payroll or timekeeping systems rather than IDD platforms. And it does not replace a demo. The Ohio category page walks through the five-step evaluation we recommend: bring your county boards and rates, one real ISP, one incident, one GPS clock-in and the question of how you get your data out. Run every vendor on this list through those five steps and the ranking above becomes your own.

§ — questions providers ask

Frequently asked questions.

What is the best IDD software for Ohio DODD providers?
For a provider agency that wants scheduling, EVV, eMBS billing, payroll, ISP goals and incidents in one login with a native DSP app, Enmantle is our pick, and we make it. Brittco is the pick for county boards and ICFs, Therap for multi-state enterprises, Giv for published per-client pricing and Providocs for independent providers on a budget.

The Ohio category explained

Which Ohio IDD software vendors are certified alternate EVV vendors?
Enmantle is a DODD-approved alternate EVV vendor and submits directly to Sandata. ODM's certified list dated June 12, 2026 includes Brittco, Therap, Giv, SETWorks, AxisCare, HHAeXchange, Primary Solutions and Lostcreek Lab. Vertex Systems and Providocs do not appear on that list, so an agency using them would pair them with Sandata's own tools or another certified vendor for EVV.

Ohio EVV with Enmantle

Which IDD software vendors publish their pricing?
Therap publishes a starting price from $130 a month, Giv publishes tiers from $18 per active client a month, and Providocs publishes $79 a month for an independent provider and agency tiers at $179 and $299. SETWorks describes tiers by individuals served, AxisCare quotes by client count, and Enmantle quotes one tier per agency in the demo. Brittco, HHAeXchange and Lost Creek Lab do not publish pricing.

How Enmantle pricing works

What is the best IDD software for an independent provider in Ohio?
An independent provider usually needs compliant notes and a clean eMBS cycle, not a full agency platform. Providocs publishes a $79 a month independent-provider tier for documentation, and Lost Creek Lab offers billing help and a free Excel flat-file tool. Enmantle, Brittco and Therap are built for agencies with staff to schedule, so they are more than a solo provider needs.

Who Enmantle is for

Is this ranking independent?
No. Enmantle writes it, and the Ohio provider agency pick is Enmantle. What makes it useful is that every claim about another vendor links to that vendor's own page with the date we read it, every Enmantle claim links to the Help Center article that documents it, and the ranking names a different best choice for county boards, enterprises, independent providers and home-care agencies. Corrections go to hello@enmantle.com.
